Sometimes, everything is clear and sure but we avoid answering the question. We show that minor effects are the reasons behind it while major effects are not discussed intentionally. We know the real reasons behind a phenomenon but we indicate other thing. 

Why does it happen ??

Because the real reason is so powerful that it can destroy you. Power is the sources of everything. If you have power, you are the unofficial king.

A positive move toward your enemy may make a friendship with your enemy.

Similarly no move toward a debatable relationship creates a cold war between 2 parties. Because he/she may feel that there is a angriness behind absent of communication. No movement also encourages your enemy to take some negative actions against you. So, it is better than taking a positive move rather than taking no move.  If there is only a conflict with a friend, no move will make him your enemy. 

There is a problem and the solution of that problem must be near by. The result is not achieved without finding the solution.
